Two Key Actions for Planning Phase:

In the planning phase for the project two important actions need to be performed which are documentation of the project plan and defining the requirements and deliverables for the project. In this aspect the project deliverables include repairing and upgrading of the legacy Vanguard Rocket Launchers and proper training to the organizational staffs for handling upgraded Vanguard Rocket Launchers.

2. Multifunctional Team List:

With the functional service manager there are other important peoples also who must be the part of multifunctional team. The other peoples who must be included in the multifunctional team are the project team leader, human resource manager and finance project manager. The project team leader must be guiding a group of employees for completion of the project. In this case the human resource manager must be planning, coordinating and directing administrative functions of an organization. The finance project manager is responsible for performing some important duties which includes tax compliance, taking care of accounting department, cash flow monitoring and data gathering and analysis.

3. Goal of Market Research:

There are several of reasons due to which the market research is done for a particular type of project. In this case for this project, one of the main goal for market research is verifying the current need of the market. Here, the market research is important so that it can be understood who need the current products and why they are requiring it.

4. Risk Statement for the Project:

Currently, there is a risk is associated with the project and it is important to improve the current situation of the risk for proper completion of the project. As there is a chance that repair action can take longer time this risk situation must be improved in this case. Here, one of the easiest way for improving this risk situation is adding extra workforces. By adding extra workforce the process of repairing of the rocket launchers can be boosted and the repairing process can be completed within time.

5. Performance Based Requirement:

In this aspect a statement has been provided regarding development of a maintenance plan which will be describing maintenance schedule and actions. Currently, it has been assessed that performance based requirement is missing in this context. The main element of the performance based requirements which are missing in this case is that what to do for the development of the maintenance plan is not described. To include performance based requirements how the maintenance plan will be developed need to be mentioned.

6. Performance Based Task Statement:

In the current aspects the main effort of the ASTRO II is maintaining and repairing the rocket launchers so that rocket launchers remains available 95% of the time. Also, it is important that the service are not shut down for more than 72 hours unless there is a replacement. Thus here the performance based task statement should be like that, “The contractor must be developing a proper type of maintenance plan so that all the rocket launchers remain available for the operation for the 95% of times and also the whole service should not be shut down for more than 72 hours without a proper replacement. This should be done by assessing current condition of the rocket launchers and by performing a market assessment for the proper replacement of the launchers in emergency situations”.

7. Metrics Measurement:

For measuring whether the contractor is meeting the current requirement of not taking rocket launcher out of service for 72 hours or more some important metrics need to be measured in this context. Here, two crucial metrics need to be measured so that it can be determined. These two metrics are the schedule compliance and percent planned work. The schedule compliance measures the contractor’s accuracy for the weekly schedule and percent planned work measures total man hours planned. Here, the weekly schedule accuracy need to be higher so that replacement for the rocket launcher can be managed properly if it needs to be out of service for more than 72 hours. To prepare the replacement of the rocket launcher it is important to have enough man power and the overall man power need to be managed in a proper way. For this reason percent planned work metrics has been selected here. The percent planned work accurately measures percentage of total man hours planned which is important in this case. So both of this metrics need to be measured in this case and in both of the cases accuracy need to be greater than 95%. If the contractor able to achieve 95% or more than 95% in both the cases then contractor can meet the requirement of not taking rocket launcher out of service more than 72 hours without any replacement.

8. Reasons behind LPTA Source Inappropriate:

The lowest price technically acceptable is a process of source selection in which a project proposal is selected that is acceptable technically and consists a lowest evaluated price. It means best value can be achieved from the selected project. Though it is one of the best process still it is not appropriate for this effort. The main reason behind it is that for this effort various of specific criteria need to be fulfilled and the criteria might be changed depending on situation. After changing the situation the selected project might not be offering best value if it is selected using LPTA. Thus, LPTA is inappropriate in this case.

9. Ensuring Successful Contract Start:

First, for successful start of a contract, need of the projects must be identified and specific goals of the project must be established. Secondly, for ensuring successful start of the contract a formal handover process need to be developed which will be used for handing over the project.

10. Information Regarding Project Briefing:

To provide the project briefing regarding the progressing of the effort some important information need to be included in this case. This information includes snapshot of the project, status summary of the project and budget overview of the project. Within the snapshot of the project important activities regarding the project, completion percentage of the activity, issues with the activity and completion date of the activity need to be mentioned. Summary of the current project progress will be mentioned in the status summary and the budget overview of the project cost of the project till date and remaining budget will be analyzed.
