Project Proposal.

1.0 Introduction

The Parliament of USA is the country’s legislative body and is composed of about 200 representatives. Each of these senators represents a particular constituency or group of people for instance women, army etc. Each of these people expect that their Member of parliament   will represent their and not his /her own personal views.

The Member of parliaments therefore have the obligation of knowing what their constituents want regarding various bills and other concerns as facts and not hearsay. The voters also want accountability from their Member of parliaments as well as to have an opportunity to democratically stand for their opinions.

2.0 Background to the Problem

Realistically, it’s very hard for Member of parliament to know what their constituents want. The Member of parliament -voter ratio is very high and not everyone would have the opportunity to ensure that they communicate their views to their member of parliament. Even when these views are collected, there is no analysis or formal representation of these views say in form of graphs or charts. Data analysis with the aim of coming up with facts and not just estimations or beliefs is lacking in our country’s legislative organ.

3.0 Problem Statement

This project will provide a mobile application and web application for the collection of data (votes casted by the people of a constituency for bill) as well as analysis of this data from the voters.

The application will also provide daily parliamentary news, live streaming of parliamentary sessions as well as enable conversations between voters and Member of parliaments by enabling posting by Member of parliament s and commentaries on these posts by the electorate.

4.0 Objectives

  1. To implement a mobile application as well as a web application so as to increase accessibility of the system.
  2. To make the application reliable and available 24/7.
  3. To develop a user friendly and efficient user interface.

5.0 Methodology

The app shall be developed in consistence with the following steps; Ideation, requirements gathering and analysis, system design, and finally application development (Sommerville,2016).

The app shall be developed using React Native, a platform that enables users develop mobile apps using JavaScript.

6.0 Outcomes

An online application that will support the Parliament of USA to be a vibrant, independent and people centered parliament through the use of ICT.

7.0 storyboarding.

The storyboarding elaborates more actions taken by the actors (Interaction design foundation, 2019).The actions of the actors are capured and illustrated how user navigates from one page to another..Any user of the application should see the splash page when he/she opens the application, refer to figure 1. After this, the user sees the three main features of the application, refer to figure 2.

Any user can livestream parliamentary sessions or post comments to the Member of parliament  ’s argument by selecting the “Live Stream Parliamentary Sessions” or “Post Comment” options without registration, See figure 2. Figure 5 and figure 6 are for “Livestream” or “Post comment” screens respectively.

Any user who wants to vote for a bill shall be prompted to Register or Enter his NIN if he is not a first time user. See figure 3. If he/she is a first time user, he/she shall be asked to register, before proceeding to vote, see figure 4.

The same processes shall be followed for the website page of Teesa

An administrator should also be able to log in to the website where he/she can administer the system for instance updating information.
