1. Definitions

1.1  Community

A community is a cohesive unit that contains people who share common values, beliefs or the similar circumstances. Usually a community forms a collective identity that defines the status and the fundamental scenario under which the individuals present in the community live.1.2  Community development.

The term is applied to the set of the practices and the disciplines which the social leaders, the activists and the social professionals possess in order to improve the facets of the local communities in a particular location. The developmental schemes aims to empower the individuals with the skills b which the can work to bring change within their own communities. A common agenda is therefore set for the community developers (Kenny, S 1999).

1.3 Capacity building.

It is seen as a fundamental approach that has an underlying concept which would focus on understanding the hindrances that circumscribe the people, the governing bodies or any related organisations to the community and subsequently helping them in realising that what are the prime goals. This also includes the enhancement of the abilities that are necessary for favourable outcomes.1.4  Empowerment

The term can be interpreted in many was where its prime meaning would be retained in every context and that is to increase the strength in both mental and the physical contexts. In the present situation as the focus is upon developing the communities it means that empowerment is to increase the social, mental, political and the spiritual strength of the individuals.

This can be seen as a phenomenon which is based on the principles of the justice in the society. Planning is something which is takes place in a way that responds to the basic needs of the people who belong to specific communities. Planning is done after the proper investigation of a community, which enhances its effectiveness.

1.6  Sustainable Community

These communities are the ones which are formed after proper planning and thus are designed in such a manner that further promotes the sustainable development of the members of the community. This would mean that the people are treated as the equivalent members in the society and all the basic necessities shall be provided to them. Sustainability shall be there in the domain of economics, living conditions and the municipal infrastructure.1.7  Social Action.

It is an action that the community developers take in a social set up so that the communities can get improved and thus it accounts to certain actions and the reactions of the different individuals. The reaction is determined on the basis of the treatment that the individuals will get in a social course.

1.8  Community Engagement

It can be seen as a process in which a community itself can come forward to benefit the organisations. The prime step is b thus taken up b the individuals of the community in which the work collectively so that the whole community can be benefited b them. This requires active engagement of the people to bring change.

1.9 Asset Based Community Development       

Empowerment is definitely fundamental in its nature as it helps to strengthen an individual in every aspect ranging from social, political, moral, spiritual and ethical.  A person with disability might be suffering from a kind of psychiatric, intellectual, learning or the physical crisis and in that there is a requirement that those people should be treated in a manner that might boost their morale and that would be possible when empowerment strategy shall be inculcated in order to touch the hearts of the community (McConnell, D, 2002).

The basic models or the approaches that can be seen in community development areProactive people, these are the groups of the people who work together in order to attend personal to the people with disabilities like they would form certain babysitting clubs and the book clubs. The second model can be seen as the Leadership and the skill development approach, this would focus upon educating the people and thus encouraging them to act for themselves and thus save their own communities. Another important model can be building the networks for better services and the basic infrastructure, this model would aim to locate the larger picture and it would sort down the necessities on a prior list. This model would enable the formation of the multi-relational partnerships and would demand a great coordination from the agencies that are supporting the related communities.

As much the community developer’s work for these suffering individuals as much is there the need that these individuals also start working for themselves. There is seen a consistent need to solve the problems more practically and that can only be possible once these individual members gain the confidence to face the issue head-on and thus try to empower themselves. This self-service would be a great community input that would promote sustainable development at a larger level. 5.

As a community worker it would be my prime responsibility that each member of the community has formed an interpersonal bond with the fellow members of the community and also with the community developers. As a worker once would make it sure that each voice is heard and that all the members of the community have reported their individual crisis and the problems they are facing it would be easy to work for the same cause as the community members would ensure self-participation and thus would help in better planning of the ssystem.

Communication is the key to success, and that is the primary focus that I should be having in this profession. The community needs might be changing through time and that would let the community developers to take up new roles and ways to helping them out. The important aspect is to not change the ever going process of counselling and initiation of Community engagement in anything that is being done. So these two principles would remain abreast of the changing community needs while I get indulged in community welfare (Checkoway, 2012).

The best tool that can be used is to empower them and also b deciding that which is their asset. This would be sorted out b talking out with the group members. Once their main asset, that is their strength is marked out, this way the strategies that are being used to develop these communities can be simplified. This would further encourage community engagement that would be helpful in achieving the favourable outcomes.

This can happen by making the community members decide a representative among them who can always come up with the problems and also at the time of need can help out the community members out of their sorrows. It would require that the representative shall be given rewards b the organisation or the federal government, for the extra help that he would provide to the fellow members of the community.

9. The main area of need in the disability industry in Australia is the Employment and the check on the barriers to open employment. This is the increased protection area in Australia, and thus it becomes the matter of significance for the government

The important models of Community Development are the Proactive Participation and the other is Leadership and skill development. The two issues related to employment that have been addressed thus can be resolved once the Federal government should take initiative to support it, and of or the same certain NGOs can come up in unit and should run campaigns to implement the same (Australian Human rights commission, 2012). And the major help would be to support the people with disabilities by providing income, at least for an initial support before they indulge in the open workforce system.

                The funding proposal for the education of the Aboriginal Women

Though a lot has been done by the government in order to provide the basic education to the Aboriginals and the non-Aboriginals it is seen that somehow female aboriginals are suffering and it is a request to the federal government who should fulfil its treaty should take up some definite responsibilities towards the aboriginal female population.

The proposal is to initiate the idea of the new sustainable funding for the Aboriginal education as this would be helpful to diminish the prevailing poverty cycle among these communities. Even the idea of vocational education is important to these women, who would definitely want to make some living.

Especial the government shall be providing the reduced fee for the aboriginal young minds who are studying well in the school and also the scholarships for the aboriginal girls. The proposal does not aim to decide the budget, in fact that shall be through decided b the government, but the proposal only aims to foster the important needs of reducing the fees for the aboriginal females and the arrangement of scholarships for the same (Campbell, Da, Wunungmurra, P and Nyomba, H, 2007).

The federal grant, the repayment programs and the evidence based decisions shall be made whenever an action shall be taken against these communities. The cost to the government shall be soon compensated when the country sees all the people and the communities as one. The proposal only aims to fund the lives of the aboriginal people with life and not only money.

                                                               Assessment 3

The work that I have so far taken up has been an interesting journey in terms of setting up of the basic idea and then actually seeing it subsequent success. It was pleasing to see that how the people actually feel good and give you the blessings once you do something exceptional for them. The idea that I had in m mind was to go through the data that are present on the Aboriginals in Australia, and then how the people are double oppressed if they are biologically females in nature. This biological stamping actually render the women to be double oppressed first because they belong to a dislocated, uneducated and the poor section of the society and secondly because they are women.

It was tough to mark out first that what would be the right opportunity to begin? There were many recurring questions in my mind related to the social structures and the circumstances that form the sphere of their lives.  My initial expectation was only from myself that I would have to individually go and educate these women first I thought that I would have to make them know that they are not different and therefore am a part of our society only. When I actually got in touch with these people I realised that what humans have done to the other humans that how a strong line of distinction is there in the same society which human beings co-exist in.

The specific skill that I used in this development program was the art of communication. I tried to emphasise in the women that it is their basic right that they should speak out whatever the feel like. It was consistently used as a powerful tool b me, which helped me in this community’s empowerment. I was glad to see these women gradually unfolding their life tales and speaking for themselves. Another important factor was instilling leadership qualities in them, this could only happen after a long time, when the realised there basic human rights to speak freely. The leadership then subsequently came to them as the right tool of representing the grief which there community had been suffering with.

Earlier I only had been acknowledged with the theoretical framework of what a community is like but actually working up with the same has made me realise that there is more to the lives of these people, there are those hidden stories which can never be present in prints, it can only be present in the mental imprints. The same gave me the strength to actually empower these women, and what could be seen as the most appropriate tool was, Education only.  I feel that improvement in m working within this community project can be made, once I am able to encourage the other people to participate. This time m target developer and the social workers would be women, whom I would like to share their lives with these aboriginal women. The experience can get better, only when man hands can come up and join me in this project, so the use of the advertising tools shall be increased next time I take up any other project and this is what I have learnt.

There were many challenging situations which I personally had to face while this project was going on. The major issues were handling some women who have had such bitter experiences because of the racial and gender discrimination that they had thought of me as somebody there were of course the language barriers and it became who would in turn only betray their faith. So it got tough to handle such women of this community. It was of corse language which had been drawing the line between me and them and this was the hierarch that I passionately wished to attack at. I wanted to speak one language and to be understood in that language. So it was the language of affection and love that actually made me successful in making them learn English as a Second Language.In this project I got the chance to have a one-to-one talk to each aboriginal woman and their young girls where I got to know that what they think is the right solution for the problem. That is how I got to know that the wanted to get educated, the wanted their girls to get a good secondary education and themselves the wanted to have vocational training. As this was the only barrier that they could not attend the open workforce system and thus main concern was unemployment. I thus tried m best to propose to the federal governance of Australia that these women need some solace, solace of affection, acceptability and the financial help.
