Civil society organizations are the organizations, which are aimed to develop a scenario of civilization of society in the entire world. In general terms, the term, ‘civil society organizations’ can be referred to different community groups, labor unions, non-governmental organization, public funded or charitable trusts, and other social foundations that work for the betterment of the society (Armstrong, Bello, & Gilson, 2011). However, the span of functions of civil society organizations is quite comprehensive. From the perspective of sustainability of the society, the contribution of such societies is quite vital as they ensures the proper delivery of social services and implements a number of different programs for social care and development. In the regions, where it is difficult for governments to register a significant presence, Civil Society Organizations (CSOs) can play a vital role. In recent period of time, there is a significant expansion of number and global presence of different CSOs (Anheier, 2012). Different factors such as economic integration, Globalizations, increasing pressure for democratic governance, and telecommunication revolution are the prime reason behind this rapid development of disposition of CSOs in the entire world. As per World Bank’s report, total number of CSOs in the world was 6,000 in 1990, which reached to 50,000 in 2006 (Defining Civil Society, 2010).
In context to this discussion, the paper has shed some intensive lights over changes in the development and operations of two prominent CSOs operating at international level. Organizations, which are taken into account for discussion, are ‘Caring & Living as Neighbours (CLAN)’, and ‘The United Nations Organization for Education, Science and Culture (UNESCO). The paper reveals some crucial changes in strategies and operations undertaken by these CSOs under the influence of changing disposition of society in modern era.
Description of civil society organizations
In order to accomplish the objectives of the paper there are two different organizations are considered. General description of such organizations is presented as below:
Caring & Living as Neighbours (CLAN)
CLAN is an Australian non-governmental and non for profit organization. The organization is approved by different apex regulatory authorities of Australia such as AusAIDzfor Overseas Aid Gift Deductibility Status (OAGDS) and the Australian Taxation Office. The prime rationale behind the formation of this Civil Society Organization is to make the society free of inequalities and healthy. In the initial periods 2000s, a critical epidemic, namely Congenital Adrenal Hyperplasia (CAH) affected many Vietnamese families. The prime victims of this epidemic were children. In line to combat with this mortal epidemic, CLAN was come into existence. Earlier it was known as CAH Living as Neighbours. Initially, the prime objective of this organization is to improve the situation of patients and families living with CAH. In existing period of time, the span of operations of the organization has been expanded quite intensively. In existing period of time, CLAN is focusing over improving health status of children in the society. The prime philosophy behind the operations of the organization is that having better health and living condition is a right of children, and sustainability of society depends upon situation of children. This Civil Society Organization is directly related with this philosophy of the organization (CLAN: About us, 2012).
The United Nations Organization for Education, Science and Culture (UNESCO)
UNESCO is the most acceptable and prime institutional body operating at international level. UNSECO is regulated by United Nations (UN). In the year 1945, after the end of second world was, the international culture and societal scenario was destroyed quite badly. In the process of settling the loss of world war in the context of culture, education, and international peace, members of the UN was agreed to form an organization which work for maintaining peace and developing status of health and education across the globe. Since then the organization is working for improving the health, education, cultural conditions across the world. In existing period of time, objectives and span of operations undertaken by the organizations have been changed and expanded quite intensively (UNESCO: About us, 2012).
Prime objective of the organization is to achieve a global vision of sustainable globalized society with high cultural integrity, health standards and high degree of mutual respect. In direction to this the mission of the organization is to contribute to the building of peaceful society, and reinforcing some integrated and intercultural dialogue among societies by promoting education, science, and communication(Objectives and Functions, 2012).
Social issue raised by the organization
Major social issue dealt by both the organizations is related with decreasing health status of children and decreasing social values and cultural integrity across different countries of the world. In existing period of time, two extremes of the development of society can be seen quite easily. On one hand where, technology and infrastructural development in different developed nations is touching its heights, on the hand, there are a number of different underdeveloped and economically poor countries in which, humanity is striving for its existence. In such countries, health of children is the utmost issue, which is needed to be taken into considerations quite intensively for the purpose of ensuring the sustainability of society in such country. Poor health conditions of children and lack of resources are some of the major issues faced by society in such backwards region. In order to address such issues, CLAN and UNESCO are undertaking a number of different campaigns and programs in backward countries of Africa and Asia (Objectives and Functions 2012).
Analysis of changes in development and operations of organizations
During the recent period of time there are a number of different changes in the operations of both the civil society organizations. For instance, CLAN have been changed its major philosophy and aim in existing period of time. Earlier the major aim of the organization was to improve the health conditions of patients suffering from CAH disease. The span of area of functioning was quite limited. However, now the situation has become changed quite significantly. Now the organization is working for addressing a number of different social issues related to health, education, development and sustainability of the society. Different functions and campaign of the organization is directed towards the providing support to society and make it more civilized and peaceful. Along with this, the direction and span of actions have also been expanded quite intensively (CLAN: About us, 2012).
In line to this, operations and structure of UNESCO has also been changed by the passage of time. The prime objective of UNESCO has also been changed. In the starting, the prime objective of the organization is to maintain international peace and integration of cultures after World War II, but now situation has been changed quite prominently. Now the main focus of the organization is to serve the mankind only. Maintaining peace becomes the secondary focus of the organization. In addition to this area of operations has also become changed. Earlier the organization used to be more active in developed countries, where the education and cultural development was quite necessary after the World War. Nowadays, the organization has focused towards small, backward and underdeveloped country, where there is more need of more civilization, and education, health and scientific development (Yusuf, 2007).
Activities undertaken by the organization
Both the organizations undertake a wide array of activities in the context of sustainability and long term development of society. A brief description of activities of both the organizations is as below:
Activities of CLAN:
Prime activities of CLAN can be divided into five important categories listed as below:
- The organization strives for making the availability of medication and medical equipments in remote areas, easy.
- Ensuring effective education for individuals, families, health professionals and communities to make them aware about health and other social issues.
- Encouragement of effective medical management so that diagnostic and preventive treatment for incurable diseases can be possible.
- Development of support network for suffered families
- Make people financially strong so that health related problems can be addressed effectively (Caring & Living As Neighbours, CLAN, 2012).
Activities of UNESCO:
The span of activities of UNESCO is quite comprehensive. It undertakes several activities for the purpose of enhancing level of education, health services, and cultural development is a particular country. The organization provides funds to needed country. Moreover it also provides other important resources for the purpose of development of society of the country. The organization focuses upon development of different schools, hospitals, research and development centers and centers for cultural integration within the selected country. It also runs programs for coping up different natural disasters such as Earth quake, Tusunami, flood, and epidemics (Objectives and Functions, 2012).
Comparison between strategies of both the organizations
From the perspective of strategies undertaken by both the organizations, some crucial differences can be revealed. For the purpose of accomplishing all the organizational objectives, CLAN undertakes an integrated approach. In this approach, the organization is directed to develop a community development model, with the support of different stakeholders of society such as community groups, NGOs, industries, policy makers, government officials, health professionals, and other specialist socialists (CLAN’s Strategic Framework for Action, 2012). The strategic framework of the organization is presented as below:
Figure: strategic framework of CLAN
(Source: CLAN’s Strategic Framework for Action, 2012).
In contrast to this, strategic framework of UNESCO is more organized and self competent. Instead of integrating different societal stakeholders, UNESCO undertakes its different activities with its own resources and analysis. Before undertaking any activities, UNESCO formulates a medium strategy in every six months. This medium term strategy is formulated on the basis of strategic vision and programmatic framework of the organization. In direction to this, the organization defines different activities which are to be undertaken by the organization in future and budget required for such activities (Medium Term Strategy, 2012).
In addition to this, CLAN adopts country specific approach for its different activities, while in the case of UNESCO the span of strategic approach becomes quite expanded as both global and country specific programs are taken into consideration. Moreover, for accomplishing its financial requirement, CLAN depends upon government’s fund, and charity (CLAN’s Strategic Framework for Action, 2012). In contrast to this, funding requirement of UNESCO is accomplished by different international organizations and institutions such as United Nations, WTO, WHO, and World Bank (UNESCO: Strategy, 2012). Along with another difference in the strategy of both the organizations can be seen in the nature of working of both the CSOs. For instance, CLAN undertakes single tasking approach as it undertakes one tasks at a time, while UNESCO has adopted multitasking approach. It runs various campaigns simultaneously (Medium Term Strategy, 2012).
In this way, it can be interpreted that along with scope and size of both the organizations, strategies adopted by them are also quite different and contrasting.
Critical appraisal of strategies and movement of both the organizations
On the basis of comparison of strategies and movements of both the organizations it can be interpreted that both the organizations adopts different ways and strategies for adopting a common objective, i.e. sustainability of the society. The global strategy undertaken by UNESCO supports its objectives. As the organization works at comprehensive level, such well defined and elaborated strategies can be proved quite helpful and effective for the organization. In addition to this, CLAN’s single tasking approach for accomplishing its organizational objectives shows it defensive approach. In lieu to this, the organization should expand its span of operations. The primary focus of the organization is only on providing health related facilities to society. It should be more concentrated on other critical issues of society. However for this, the adoption of multitasking approach will be essential for the organization.
Conclusion
The paper has presented some of the intensive information about two prominent civil society organizations, namely CLAN and UNESCO, and comparison of strategic frameworks used by them. On the basis of overall review of different findings of the paper it can be concluded that both the organizations are quite focused on enhancing existing disposition of society in the context of culture, integrity, children education, and health. The paper has reflected that in comparison to CLAN, UNESCO operates at wider span. While, the prime focus of CLAN is on child health in society, UNECO works for enhancing the standards of education, science, health care facilities, and cultural integrity across the world can be enhanced. In all, the paper can be summed up by saying that from the perspective of long term success and sustainability of the society, the role different civil society organizations is quite intensive.
