<1> Executive summaryRather than training new employees it is more beneficial for an organization to recruit experienced personals both externally and internally. Internal recruitment has an advantage of minimal cost over external recruitment. Recruitment is the process of seeking and attracting the right kind of people to apply for a job in the organization. Recruitment in any organization is effected by various internal and external factors. Internal factors include the recruitment policy, time and cost constraints etc. External factors include the situation in the economy, the job market, the industry etc. The recruitment policy of an organization results in successful placements in the organization at minimal cost and time.
<2 >Analysis of Recruitment versus TrainingOrganizations are better off if they spend on the recruitment and selection of employees beyond their current level of job duties rather than spending a great deal of money on training (puneet,2003). One of the best ways for achieving this is to recruit and select the employees from within the organization. In this procedure organizations try to identify the talent within the organization and groom them to take on the higher responsibilities. An organization has benefits of greater choice if it goes for the external search of experienced candidates. Hiring experienced candidates reduces the cost of training .But the disadvantage is the increase in the expenditure as the procedures for hiring an external candidate are more expensive in comparison to hiring an internal candidate. The basis for internal search is formed by human inventory formed by human resource planning. The information about the employee can be collected from the individual employee record. For storing the information of employees the human resource information system is used, from which information can be retrieved and stored. (Kelly, 1994)Organizations which go in for an internal search normally announce the vacancy through the displays on notice boards, circulars sent to different departments or through company’s intranet. Candidates within the organization respond to this job posting by sending in their applications. It the responsibility of the HR department to ensure that the information about the vacancy reaches to all the prospective candidates. The management than evaluates the applicants and makes the final selection. (Alix, 2003)
Another reason that why recruiting an experienced staff rather than training is a better option is because training is never implemented. Most of the organizations try to bring the changes in the staff behavior by training them for new things. But as the employees are sent back to old working conditions with same procedures and management policies, training an employee and money spent by the organization is wasted.Most of the firms go entirely in a wrong way in training their employees. They provide training to the employees for the changes they wish for. Above all the training director, which is the person of least importance within a company, is selected for training the employees. All these points summarize the reason of employing a trained professional in place of expensive and not so useful training.
