LNG processing hub near James Price Point in Western Australia is under construction and many people have lots of hope from it thus, pushing the government of Australia to put extra efforts. There are various complications in this project and hence, the landowners, politicians and the petroleum companies have a different point of view to express. This project is going to cause the high investment cost of $34 billion Australian dollars and many companies like Chevron, Woodside petroleum, Royal Dutch shell, BHP Billiton and BP are involved. This LNG processing hub will process approximately 14 million tons of LNG every year. Indigenous landowners are very happy because the court has stated very clearly that the land cannot be acquired forcefully and they have to take the concern of people who have been staying over there for years. Compulsory acquisition is completely wrong and hence, the LNG processing hub will have to take approval from the Kimberley Land Council. Woodside also states that the land on which the construction of the LNG processing hub is taking place currently is not due to compulsory acquisition but they have already taken the approval from the Native Title group. The native title group has sued the project on the grounds of compulsory acquisition but the agreement doesn’t contain the signatures of Roe and McKenzie who are also the members of the Native title group. This proves that the acquisition of land in the past was approved by Roe and McKenzie and was not due to compulsion. The Government also states that in the past, there were many cases wherein such land was acquired forcibly and if this has to be implemented in this situation too then the LNG processing hub will pay a satisfying amount to the landowners (Collins, 2011).
This place approximately has 1600 homes before the LNG processing hub was implemented. These people were great friends before this project started but now, they don’t like each other because of the difference in opinions that they share. Many people are not happy with the project because they strongly believe that this project will affect their ancestral heritage and also their major profession, tourism. Many people are happy as they believe that if this project is implemented then they will get big money by way of selling their house. The people, who don’t support this project, in this region state that they aren’t against the production of LNG but they are not happy with the destruction of environment prepared by Dreamtime Ancestors that will take place due to the implementation of this project (Mayman, 2012).
From a petroleum company spokesperson’s point of view
Finally after a long struggle, the oil and gas companies have got permission to go ahead with the LNG processing hub. This project will be Australia’s largest project since 1990s. Woodside has promised that all the conditions that have been laid by the Government regarding the environmental policies will be taken care accordingly and there won’t be any violation reports. Apart from the environmental requirements, the project will also work in sync with the cultural and heritage values of the Kimberley (FlipPrior, 2012).
Recently, Colin Barrett stated that Shell should use Floating Liquefied natural gas technology so that they can produce LNG at a cheaper but Ann Pickard, Shell’s chairman clarified that Colin Barrett is wrong because doing so will be an expensive deal. He also mentioned that Australia is the only country which produces gas at such a high rate because countries like Japan export natural gas to other countries at a price which is 20% less than what Australia offers. Introduction of this project will reduce the future gas price. Various companies are involved in Browse project and hence, the requirements of the all the companies, government and the people of Australia need to be considered so that this project can be accepted (TheAustralianFinancialReview, 2012).
The Government of Western Australia is very keen that the Browse project will derive some economic benefits to the country as a whole and hence, they have approved this project. Some companies which are involved in Browse project have been given approval to set their other LNG processing plant off the coast of James Price point using Floating Liquefied natural gas technology but things aren’t working that way and hence, it is becoming a constraint in the completion of this project. James Price Point location is the whole problem with the project. People aren’t happy with the new project coming over there. Government is concerned about the environment and the companies which are involved in this project are facing a huge loss. All the companies which are involved in the project strongly feel that this project should be shifted to some other location so that the project can be started at the earliest (King, 2012).
The general people in James Price Point don’t support the project and hence, Browse basin project is repeatedly getting delayed due to different issues. There are approximately 11,000 submissions which are against this project. The problem starts when the companies will start digging the ground because the people over there believe about the land to have aboriginal burials. This project may be soon shifted to Pilbara region and that region is considered to be the best for such industrial projects as that place already has facilities like electricity, roads and enough manpower required. The companies will have to take a call together as soon as possible otherwise this project will be further postponed thus, making this dream project useless.
From a politician from Western Australia’s point of view
The government of Australia is very thankful to Wheatstone project in the Ashburton North Strategic area, which is located at 12 kilometers west of Onslow in Pilbara region. This project has resulted in various economic benefits, like that of jobs and income, to the country (ChevronAustralia).
The Western Australian Government is worried about the environmental impact that this project is going to cause. The local people in James Price Point have a special attachment to the land and hence, they are not ready to let go. This project will require fresh water in high quantity and the fresh water can be acquired from groundwater or desalination. If ground water is used then an imbalance will be caused in the vegetation and at the same time, if desalination is undertaken then the high quantity of salt will be released in marine water, thus making it difficult for the marine creatures to survive.
Dinosaur footprints are found in the area where James Price Point project is going to be implemented so environmental department is not keen about giving approval to start up this project. If this project starts up then dinosaur footprints will be diminished. Apart from that, the place where the project is going to be implemented is located very close by to the whale breeding ground and even if there is a slight mistake then whales will be soon a history. The land in which the project is going to be set is the nesting place for turtles. Not one but five species of turtles live over there and hence, this drilling and digging effects of this project will disturb their existence. Snubfin Dolphins are found in Kimberley waters. A research study has revealed that Snubfin Dolphins tend to spend much of their time near the shores; thus, this project will create an impact on the lives of these Snubfin Dolphins. Greenhouse gas emissions will also increase and hence, the complete climate of Australia would be changed. The people in Western Australian Coast will have to change their lifestyle to survive here. The air pollution is going to be extreme because this project will release nitrogen and sulfur and these gases are considered to be very poisonous to the health of people as well as the wildlife in the nearby location. Oil spills are going to happen for sure and this will make the water polluted and unfit for the purpose of consumption. A different group of people has different opinions with regard to Browse project. Western Australia is keen to take up Browse project as that will make the country competent in the LNG supply. Currently, countries like Japan export LNG at 20% less rate than that of Australia so with this project, Australia can gain a competitive edge. This project isn’t implemented yet because of the opposition from the local natives of the location. The companies which are involved in the project are willing to pay heavily to people who are located in James Price Point. Many people are happy about the lump sum money that they can earn but many people are emotionally attached to this place as they have spent happy times over here and hence, they aren’t willing to leave. A final decision needs to be taken so that the project can be a success and at the same time, the locals will also be happy.
