According to Garavan, there are nine important characteristics of SHRM model which are being interlined with HRD and organizational mission, vision, culture and values. There are several methods of developing sustainable competitive advantage such as focusing upon skills, technical expertise, management process and values of organization. The SHRD also must focus upon policies, multi level analysis, and meeting expectations of all the stakeholders. HRD plays a vital role while implementing strategy because it helps in coping up with new technologies, design the work systems according to employee’s capability, engage people for quality work, globalize the business, apply flexibility, and continuous supply of resources. According to (McCracken and Wallace 2000), they tried to highlight Garavan’s SHRD process for enhancing the overall process and linking it with organizational overall strategies. It is being highlighted that organizational culture can create a major obstacle in the learning process. The gaps which hindered in overall performance of organization for creating a competitive edge over others have been filled up with McCracken and Wallace SHRD model by creating a linkage with Garavan’s nine characteristics. The SHRD model explains how an individual organization can categorize its maturity with respect to issues being handled by them. To accept the changes made in environment an organization needs to be focus on aspects such as strategy, organizational structure, culture and leadership. The organizational environment is being explained with respect to national, local and multinational aspects for ensuring growth with linkage of training and development programs. According to SHRD model environment must be scanned on continuous basis for understanding political and economical trends, changes made in terms of technologies, analysis of Labor market, managing cross cultural difference, and following internal laws.
